The DEMOS project aims at developing a system for e-Citizenship that increases people participation in their local government. It uses techniques from the field of sociology (Delphi method, survey techniques, and methods of mediation) to provide an environment and methodology for discussion and democratic decision-making on the Internet. To develop questionnaires, manage survey, group formation, and customization, it uses a software agent infrastructure and data mining techniques. This system has been used in the towns of Bologna and Hamburg.
